HELP with troubleshooting spudder

thanks for checking out my problem. I have a 93 Nissan 240sx with a Aristo (94-95 engine) 2jz-gtee twin turbo. the only thing i have done to it is an intake and exhaust system.
Now here's the problem... it idles rough and spudders at 4.5k rpm... (W.O.T only...) What i'm thinking is that it can be my B.O.V or waste gate staying open... what do you guys think? any help would greatly be appreciated.

You could be over- boosting and the fuel cut is kicking in

I would first suspect the plugs. Are they relatively new, what plugs are you using, what gap? Do you have a boost gauge/know how high it's boosting when that happens?
